Using a food processor, prepare the pesto and then add in the steamed broccoli as it begins to become smooth. 

Add the broccoli pesto mixture to a mixing bowl and stir in the parmesan cheese. 

Add the reserved pasta water to the Dutch oven with the cooked pasta and pesto mixture.  preparing your rotini.
